On 1 February the country's General Budget (Union Budget 2018) has come. In the language of the common man, the budget is that which is spent on the cost of the house, is saved, and the money is spent on the festival. Just think, how much time and brain would have to be spent in building the budget of the whole country, on the budget that is so frenetic to run the cost of a house!
There is a division under the Ministry of Finance of the Government of India- Economic Affairs, and there is a department within it - Budget Division. It is the budget division which makes a budget for the Indian government every year. The process of making the budget starts in August-September every year. This process and budget format is kept very confidential.
From the start of the process of budgeting to safety, till the day the budget is started, the team of about 1,000 dogs is deployed for equal budget security and privacy. From the formation of the budget draft to the budget printing of printing, printing, packaging and the process of reaching Parliament many times do security checks to prevent leakage.
August-September: How and when it starts
The budget division issues budget circular at the end of August or the beginning of September. In this circular, there is a complete description of the contents and statements related to the Government of India and all its ministries and departments, on which basis the budget has to be prepared.
Estimated figure of government expenditure is prepared for the next financial year by the end of September. Presently one year's government expenditure is as much as people spend on food in the country.
October-November: How are the budgets to be given to the ministries?
Every ministry wants more funding. For this, senior officials of each ministry are very much neglected with the Finance Ministry. Due to so many ministries and departments this process runs till November.
December: Preparation of First Cut Off Budget
As soon as December comes, the first draft copy of the budget (called the first cut off budget) is placed before the finance minister. Paper of the first cut off budget is blue color. It is said that Black Ink light emerges more on the blue color paper.
January: Apart from government and ministry, different people are consulted
In January, meeting of the Finance Minister is held by the Bank Association, representatives of various industry groups and well-known economists. The Finance Minister listens to everyone's advice, but he or she does not have the final decision to include them in the budget.
January-February: What is done for the privacy of the budget
From the beginning of January, the media is removed from the Finance Ministry, so that no budget related news is in the hands of the media. People of Intelligence Bureau are fully secured by the Finance Ministry. The phones of key people related to the budget are also tapped, so that no house can be identified. Internet connection is also deleted.
People traveling to the Ministry of Finance are closely monitored through CCTV. No one is allowed to sit outside the CCTV range.
Budget printing
Budget document printing is done in the basement of the Ministry of Finance. In this printing press, about 100 people are sent in full investigation a week before the budget and the budget has to stop there until it is printed. There is only one phone in the printing room on which the phone can only come. However, while talking, a man from Intelligence always stands.
A team of doctors is always present so that any employee who works in the press can be treated immediately after the poor health. The printing press here mainly consists of proof reading, translation and printing work.
If a printing staff gets out of the press in an emergency, then a man from the Intelligence and a man from Delhi Police always stay with him.
The food given to those working in the printing press of the Finance Ministry has to go through the testing, to find out that the poison is not mixed in food.
What happens on the day of the budget
Before presenting the Budget in Parliament, the Finance Minister present a brief of the budget before the President of India and the Union Cabinet. After this the budget is kept in Parliament. Generally the budget is kept in Parliament at 11 a.m. and the Finance Minister approves the Parliament's main points of the budget.
